ARTICLE 3: Country Delegate

National Entity Member (s) of a country shall elect a Head of Country Delegation to the General Assembly of WCC Asia Pacific and, if desired, a Deputy Head of the Country Delegation who shall act as liaison between he WCC Asia Pacific & National Entity Member (s) of a country

The Asia Pacific Board shall be notified in writing to the Members of the Country Delegation to the General Assembly

In the event of failure by National Entity Member (s) of a country to elect a Head of Country Delegation and / or a Deputy Head of the Country Delegation or in the event of default to notify the WCC Asia Pacific Secretariat about the Head of the Country Delegation and /or Deputy Head of the Country, Delegation by the National Entity members of the country* the President, of the WCC Asia Pacific will accept any delegate (s) as Head of the Country Delegation and/or Deputy Head of the Country Delegation

ARTICLE 4: World Crafts Council - The Asian Pacific Assembly

The Asian Pacific Assembly shall be composed of the Members of the WCC Asia. Only Institution Members shall have voting rights

At each meeting of the Asian Pacific Assembly, each Member shall be represented by its Country Delegate or by any other person to represent it at such a meeting. The member shall communicate the name of the authorized Country Delegate to the Secretariat – not – less than 30 than days prior to the meeting of the Asian Pacific Assembly

In case of National Entity Members having voting rights, if an authorized Country Delegate is not able to attend a meeting of the Asian Pacific Assembly, the concerned member shall have the right to authorize another member to act for it by proxy only on such items listed, in the notice of the meeting. Such proxy shall, be signed by the concerned Institutional Member and intimated to the Secretariat prior to the meeting of the Asian Pacific Assembly

Only the authorized Country Delegate of a National Entity Member or its proxy may vote, in the Asian Pacific Assembly. Action taken by such party on behalf of an Institutional Member shall be binding upon that institution

An ordinary meeting of the Asian Pacific Assembly shall be held at such place and time as shall be decided by the Asian Pacific Board. Due regard shall be given to rotation of the site of such meetings among the countries

An extra – ordinary meeting of the Asian Pacific Assembly may be called by the Executive Committee or upon written demand to the Executive Committee by at least one-third (1/3) of the Members in good standing. A demand for an extra- ordinary meeting shall specify the purposes therefore, and shall be held riot less than two (2) months, nor more than three (3) months from the date of receipt of such written demand

All official notices for meetings of the Asian Pacific Assembly shall be in writing signed by the authority of the Asian Pacific Board and sent to each member at the address filed with the Secretariat.

An ordinary meeting of the Asian Pacific Assembly shall be held at such place and time as shall be decided by the Asian Pacific Board. Due regard shall be given to rotation of the site of such meetings among the countries

Notice of ordinary meetings shall be mailed not later than forty (40) days before the meeting and notice of extra-ordinary meetings shall be mailed not later than thirty (30) days before the meeting. A notice of the meeting shall set forth the business to be transacted

A quorum at any meeting shall consist of one-third (1/3) of the Members entitled to vote. The Votes of a majority of the Country Delegates present in person or by proxy at any meeting at which there is a quorum shall be sufficient for the transaction of any business except as specifically provided in this Constitution. The president shall be entitled to a casting vote

The Asian Pacific Assembly shall receive a report from the Treasurer and approve expenditure for the period since the previous Annual Ordinary Meeting

Notice of ordinary meetings shall be mailed not later than forty (40) days before the meeting and notice of extra-ordinary meetings shall be mailed not later than thirty (30) days before the meeting. A notice of the meeting shall set forth the business to be transacted

ARTICLE 5: Asian Pacific Board

The Asian Pacific Board shall be responsible for the management and administration of the affairs of the WCC Asia Pacific consistent with the Principles herein set forth and the policies agreed to by the Asian Pacific Assembly. The Asian Pacific Board may propose policies, programmes, resolutions and other matters to the Asian Pacific Assembly for its consideration and shall make reports of activities of the WCC Asia Pacific since the preceding meeting of the Asian Pacific Assembly

The Asian Pacific Board shall be composed of the following:

(a)The President of the WCC Asia Pacific
(a)The Six (6) Vice Presidents of the six (6) Regions by right of his / her office
(a)The Treasure who shall be nominated by the President in his / her country in which the Secretariat is established

The Board shall elect one of the members of the Asian Pacific Board to function as Secretary to the Meeting of the Board

Each Member of the Asian Pacific Board shall have one (1) vote. In the event of a tie* the Chairperson shall have a casting vote

A Member of the Asian Pacific Board, including the President, can hold office for a period of four (4) years, and may be elected for a second and final term, provided that such member of the Asian Pacific Board or President of the WCC Asia Pacific may seek election for a new term after interregnum of eight (8) years from the last day of the second and final term of his / her office

A regular meeting of the Executive Board shall be held immediately following the ordinary meeting of the Asian Pacific Assembly

Any action by the Asian Pacific Board or any Committee thereof may be taken without a meeting, if all members of the Asian Pacific Board consent in writing to authorize the action

The Asian Pacific Board may establish agencies or Committees and appoint advisers having such duties and authority as the Board deems necessary

The Asian Pacific Board may accept such rules, regulations or procedures to govern itself as it shall deem desirable, provided however, that as such rule, regulation or procedure shall be inconsistent with any provision of these By-laws

In case the office of the President of the WCC Asia Pacific is vacated, the Asian Pacific Board shall appoint a President to serve until the next meeting of the Asian Pacific Assembly

One of the Vice Presidents of Asia Pacific shall be designated by the Board as its second representative on the WCC Board. He/she shall be designated Senior Vice President

Notice of ordinary meetings shall be mailed not later than forty (40) days before the meeting and notice of extra-ordinary meetings shall be mailed not later than thirty (30) days before the meeting. A notice of the meeting shall set forth the business to be transacted.The Board shall determine who shall serve as Secretary. The President Asia Pacific shall appoint a Treasurer
